DCRA hosted their 3rd Annual Green Building Symposium Expo at the Washington Convention Center on Friday September 26th 2014. The team at DC Permit Solutions attended this important event in order to bring you up to speed on the direction and policies that DCRA is implementing. The event focused on four primary areas, Residential and Homeowners, Best Practices in Green Buildings, Green Permitting & Inspections, and Tools & Research. Due to the nature of our business we will primarily be focusing on changes to permitting and inspections in this letter and in future updates to you.
On March 28, 2014 the District officially adopted the 2013 District of Columbia Construction Codes, which included the amended versions of the 2012 International Green Construction Code (IgCC) and the 2012 International Energy Conservation Code (IECC). As of this date all projects are required to use the new codes. As a result of these changes they have drastically expanded and now have their own Green Building Division at DCRA. They have a full team of green building experts focusing from design through post occupancy. All new projects that are submitted to DCRA for permit review that exceed the 10,000 sf will be subject to a Green Building review by the newly created team at DCRA.
With this new team in place we are seeing changes on the permitting side effective immediately. One major change is for Certificates of Occupancy over 10,000 square feet have new requirements. This change started to be enforced over the summer so some of you may have already encountered it on new projects. If you apply for a C of O on a commercial property in DC and your square footage is greater than 10,000 square feet you will be subject to following the Green Building Code on the scope of work you are performing.
